UNDP’s democratic governance initiatives centre
on the core targets spelled out in the Mongolia-
specific MDG9: Advancing human rights and
strengthening the environment for a better-
informed citizenry; consolidating the process of
mainstreaming democratic practices and values
into all segments of society; and creating an
environment for enhancing accountability and
integrity in governing institutions and supporting a
culture of zero tolerance of corruption.
Parliament and Election Support
UNDP focuses on strengthening the oversight
functions and representative role of the Parliament
and its independent research capabilities, capacity-
building for the Parliamentary Standing Committees
to develop pro-poor and gender-sensitive policies.
UNDP provides support to strengthening the
electoral processes with a special emphasis on
voter’s education and increasing women’s political
participation and number of women candidates for
parliament and local elections.
Sub-national Governance
UNDP supports decentralised democratic
governance in urban and rural areas to improve
service delivery and promote regional and local
development by improving accountability and
transparency mechanisms and strengthening public
administration. It also focuses on streamlining legal
and institutional frameworks for local governance,
developing capacities of elected representatives,
and promoting increased citizens’ participation in
local governance.
Integrity, ethics and anti-corruption
Mongolia ratified the United Nations Convention
Against Corruption (UNCAC) in October
2005 and established a new and Independent
Authority Against Corruption. UNDP is supporting
strengthening of national integrity institutions including the Agency for Anti-Corruption, and
building the capacity of civil society organisations,
media and private sector as well as partnership
between them to implement and monitor the
United Nations Convention Against Corruption
(UNCAC).
UNDP is also supporting a unique sector-based
approach, for example, UNDP is working
closely with the Ministry of Health and selected
health organizations to increase transparency
and accountability of the sector through on-
line information disclosure , training of medical
specialists on integrity and ethics, etc.
Democracy Measurement
UNDP supports the Government of Mongolia
to realise its commitment to foster democratic
governance and strengthen human rights as
reflected in the Millennium Development Goal Nine
(MDG-9) of Mongolia. With a view to developing
and institutionalizing Democratic Governance
Indicators (DGI), UNDP, in collaboration with
the United Nations Democracy Fund and the
Mongolian Academy of Sciences, is working
to develop country specific indicators and an
independent monitoring mechanism to measure the
progress of the MDG9.
Access to Justice and Human Rights
Mongolia’s rapid economic and political changes
have marginalized many groups in the society.
While Mongolia has ratified a number of UN
conventions and treaties on Human Rights, their
implementation has remained challenging. To
protect and promote Human Rights and Justice
for all UNDP works closely with the Government,
National human Rights Commission and the
civil society to empower the marginalized to
understand, claim and exercise their rights through
the promotion of easy access to justice and
diverse range of legal services. It also supports to facilitate implementation of the Convention on
Elimination of All Types of Discrimination against
Women (CEDAW) and thus realizing women’s
rights in Mongolia.
Prevention of domestic and other forms of
gender based violence is an important priority
for UNDP support. A number of legal reforms have taken place; however, the enforcement is
weak due to various factors. In partnership with
other UN agencies in Mongolia, UNDP facilitates
concerted efforts of government and civil society
in preventing and combating violence against
women and children by addressing the causes and
effects power relations between men and women
and psycho-social implications, including domestic
violence.
